David A. Evans

President

David Evans, PE, is President and Co-Founder of Texas Utility Engineering, Inc., and is responsible for all aspects of business operations. He takes an active role in the Engineering design and planning for all projects in which the company is awarded. In his previous position as Director of Engineering at Grande Communications, Mr. Evans was responsible for managing an engineering staff whose primary responsibility was designing a state-of-the-art communications system to provide CATV, Telephone, and High-Speed Internet services to multiple markets in Texas. His staff also prepared plans to redesign the electrical distribution system in San Antonio to allow for the installation of Grande’s facilities. He has been engaged in the design and maintenance of electric power distribution systems for over twenty (20) years. As Senior Engineer of Overhead Distribution Engineering at CPS Energy, he managed a staff of more than thirty engineers and technical employees whose primary objective was to design and plan the electric distribution system. He also coordinated a very extensive distribution automation project at CPS Energy and served on a task force to identify aesthetically acceptable alternatives to common overhead distribution construction practices. Mr. Evans has a Bachelor of Science degree in Electrical Engineering (BSEE) from the University of Illinois at Chicago and a Master of Science in Management of Technology (MSMOT) from the University of Texas at San Antonio. Mr. Evans is also a Registered Professional Engineer (PE) in the State of Texas.

Brett Bigham

Vice President

Brett Bigham is Vice President, Co-Founder and Treasurer of Texas Utility Engineering, Inc. Mr. Bigham is actively responsible for the business finances and filings, planning, project reviews, and providing work direction and assistance to personnel planning, electric utility and telecommunications facility adjustments, and installations. As Engineering Manager of Grande Communications-San Antonio, Mr. Bigham was responsible for providing direction, training and assistance to the engineering staff, monthly and budgetary reporting and administering employee performance appraisals. As Chief Planner with City Public Service’s Subdivision Planning section Mr. Bigham was positioned to oversee the development and review of planning, acquisition of easements, providing monthly reports and administering employee and subcontractor performance appraisals. Mr. Bigham possesses nineteen-plus (19+) years experience in digitizing, precision inputting and overall drafting with the use of MicroStation CADD software.

Edward Fransen, PE, PMP

Director of Engineering

Edward Fransen, P.E., PMP is the Director of Engineering for Texas Utility Engineering. He oversees a team of electrical designers and engineers that plan, design and finish-out overhead, underground, large commercial and subdivision projects. Mr. Fransen contributes both technical expertise and project management services to our customers. Prior to joining TXUE, Mr. Fransen was the Manager of Engineering for Pedernales Electric Coop where he oversaw all aspects of distribution engineering, distribution planning, system protection as well as the capital improvement budget (CIP). His duties included system reliability, power factor correction and providing the executive team with reports and recommendations. Additionally, he has worked as an engineer and consultant in the mechanical, electrical and plumbing (MEP) industry where he designed low voltage installations for a variety of clients including office buildings, schools and universities, restaurants, sports complexes and military installations. Mr. Fransen began in the utility industry working for CPS Energy where he oversaw the Overhead Designer Guide project, the Failed Equipment project as well as contributing to multiple public outreach campaigns associated with new transmission circuit projects.

Joe Rocha

Project Manager

Joe Rocha is a Project Manager with Texas Utility Engineering, Inc., responsible for electric utility and telecom distribution planning and design, to include pole loading analyses, TXDOT Permitting, pole attachment applications and civic improvement projects. While employed for thirty five (35) years at San Antonio’s electric utility, CPS Energy, Mr. Rocha served as the Supervisor of Standards and Specifications and ended his career as the Supervisor of Underground Engineering, with a staff of over twenty five (25) engineering planners. After leaving CPS Energy, Mr. Rocha accepted employment as a Planner with Alexander Utility Engineering, responsible for planning new subdivisions and cable rehabilitation projects. In addition to his six-plus (6+) years experience utilizing MicroStation CADD software, Mr. Rocha possesses knowledge and experience utilizing CPS Energy’s WIMS and SAP data entry software.

William Lex

Director of Field Services

William Lex is the Director of Field Services with Texas Utility Engineering, Inc., responsible for electric utility and telecom distribution planning and design, to include pole loading analyses, pole attachment applications, TXDOT permitting, and civic improvement projects. Prior to Mr. Lex’s employment at Texas Utility Engineering, he was employed nineteen-plus (19+) years with San Antonio’s electric utility, CPS Energy, where he obtained extensive experience in planning overhead line extensions, pole replacements, reconductoring projects, and electric loading calculations. In addition, Mr. Lex was appointed to City Public Service’s OMS/GIS team to assist in implementing a new GIS Planning System. Along with his ten-plus (10+) years experience, utilizing MicroStation CADD software, Mr. Lex obtained extensive knowledge and experience with CPS Energy’s WIMS and SAP data entry software.

Andres Lopez

Project Manager

Andres Lopez is a Project Manager with Texas Utility Engineering, Inc., responsible for electric utility make-ready planning and pole replacements, pole load analyses, pole attachment applications, TXDOT permitting, civic improvements projects, railroad permitting, as well as both aerial and underground engineering planning of telecom facilities. Mr. Lopez is also responsible for designing and maintaining several databases used to track and manage all submitted applications and permits. Mr. Lopez possesses approximately seven-plus (7+) years experience utilizing MicroStation CADD software for telecom and electric utility make-ready planning of pole replacements and facility adjustments. In January 2008, Mr. Lopez completed the training of engineering planning utilizing CPS Energy’s new GIS System and has since planned over 50 work orders thru their new system.

Loren Washington

Director of Telecommunications

Loren Washington currently serves as Director of Telecom Engineering for Texas Utility Engineering Inc., bringing many years of business experience and leadership. Prior to his employment with TXUE, Mr. Washington worked for top rank companies including Honeywell, Hewlett Packard and Lear Corporation. Mr. Washington has also managed several multi-million dollar electrical overhead and underground infrastructure projects for a rural electric cooperative. These projects included government facilities as well as electrical distribution line improvements and lines extensions in Southwest Texas and he managed a team who provided support to a private communications network to include microwaves, buried and aerial infrastructure spanning three states and two countries. He is a certified Six Sigma Champion and holds a Bachelor’s of Science degree in Business Administration and a Master Certificate in IS/IT Project Management.

Anthony Cook

Telecommunications Planner

Anthony Cook is a Telecommunications Planner with Texas Utility Engineering, Inc., responsible for electric utility make-ready planning and pole replacements, pole attachment applications, railroad permitting, as well as both aerial and underground engineering planning of telecom facilities. Prior to Mr. Cook's employment with Texas Utility Engineering, he was employed twenty-five (25+) years with Time Warner Cable in San Antonio, TX where he worked in both Commercial Project Design/Coordination and Sub-Division Planning as a Senior Designer.

Aaron Jachade

Senior Engineering Planner

Aaron Jachade is a Senior Engineering Planner with Texas Utility Engineering, Inc., responsible for electric utility and telecom distribution planning and design, to include pole loading analyses, pole attachment applications, TXDOT permitting, and civic improvement projects. Prior to Mr. Jachade’s employment at Texas Utility Engineering, he was employed fifteen (15+) years with San Antonio’s electric utility, CPS Energy, where he obtained extensive experience in planning overhead line extensions, pole replacements, reconductoring projects, and electric loading calculations. In addition, Mr. Jachade worked with City Public Service’s OMS/GIS, and GIS Change Management team to assist in implementing a new GIS Planning System. Mr. Jachade worked on System Improvements, Civic Improvement, and Pole Replacements in his nine ( 9+ ) years in Overhead Engineering utilizing MicroStation CADD software. Mr. Jachade also obtained extensive knowledge and experience with CPS Energy’s WIMS and SAP data entry software.

Jay Brinkley

QA/QC Project Manager

Jay Brinkley is a QA/QC Project Manager with Texas Utility Engineering, responsible for underground and overhead electrical as well as gas distribution projects, including civic improvement projects, street light jobs, apartments, residential subdivisions, along with line extensions for electric and gas projects. Prior to Jay’s employment with Texas Utility Engineering, he worked for CPS Energy for 21 years in San Antonio, TX. Mr. Brinkley worked in Sub-Division Planning as a Senior Planner II designing gas, underground and overhead electric facilities for new subdivisions and apartments. Along with experience creating MicroStation designs, Mr. Brinkley has 4+ years’ experience utilizing CPS Energy’s new GIS System designing electric and gas projects.

Romero Cabrera

Project Manager

Romeo Cabrera is Project Manager with Texas Utility Engineering, Inc., responsible for underground electrical distribution projects, including civic improvement projects, street light jobs, three-phase riser relocations, residential subdivisions, residential design, and cable rehabilitation projects. Prior to Romeo’s employment with Texas Utility Engineering, he worked as a Residential Design Representative for CPS Energy and before that, he was an Senior Engineer Tech at TechServ where he worked in both Engineering Planning and Overhead Engineering. Along with his ten-plus (11+) years’ experience utilizing MicroStation, AutoCAD software, Geo-Manager Graphic System, LD-Pro Graphic/ Work Management System, GIS, SAP, and WMIS.

Zsofia Toth-Cassidy

QA/QC Project Manager

Ms. Zsofia Toth-Cassidy currently serves as a QA/QC Project Manager/Senior Engineer with Texas Utility Engineering, Inc., responsible for electric utility and telecom distribution planning and design, to include pole loading analyses, TXDOT Permitting, pole attachment applications and civic improvement projects. Ms. Toth-Cassidy was previously employed with MasTec North America as an Electric Distribution Designer where she designed electric distribution poles as a contractor for Florida Power and Light and was responsible for the design, negotiation and coordination of power distribution construction projects. In addition to her six-plus (6+) years experience utilizing MicroStation CADD software, Ms. Toth-Cassidy has completed GIS Electrical Design training with CPS Energy. Ms. Toth-Cassidy received her Master of Science in Engineering Management from Budapest University of Technology and Economics in 2009.

Gerald De La O

QA/QC Project Manager

Mr. Gerald De La O is a QA/QC Project Manager with Texas Utility Engineering, responsible for supervising staff in the design and coordination of large commercial service requests, and training Designers and Engineers to ensure consistency and standardization of work; and proficient knowledge of Electric Design and Construction Standards, Electric Service Standards, and Electric Line Extension Policy. Mr. De La O has of over 25 years of experience; including over 10 years’ experience designing large commercial service requests. Prior to his employment with TXUE, Mr. De La O worked as a Planner 2 with CPS Energy where he designed overhead electric distribution, three phase underground electric distribution, downtown network design, gas design, and electric service, construction standards and electric and gas line extension policy. Along with his experience designing jobs in Designer/Workflow Manager, Mr. De La O also has experience with Work Manager/WMIS and SAP.

Chris Bowers

Telecommunications Manager

Mr. Chris Bowers is a Telecommunications Manager for responsible for electric utility make-ready planning and pole replacements, pole load analyses, pole attachment applications, TXDOT permitting, civic improvement projects, railroad permitting, as well as both aerial and underground engineering planning of telecom facilities. Mr. Bowers graduated in 2005 from Texas State University with a BS in GIS. Mr. Bowers is proficient in ESRI GIS, AutoCAD and MicroStation design software. Mr. Bowers comes to Texas Utility Engineering with eight-plus years’ experience in electrical and telecommunications engineering.

Jimmy Uribe

Engineering Planner

Mr. Jimmy Uribe is an Engineering Planner with Texas Utility Engineering, Inc., responsible for underground engineering planning of telecom facilities design. Mr. Uribe completed the training of engineering planning for CPS Energy’s new GIS system on electric utility and telecom distribution planning and design, to include pole loading analyses, pole attachment applications, TXDOT permitting, and civic improvements.

Henry Andrade

Engineering Planner

Mr. Henry Andrade is an Engineering Planner with Texas Utility Engineering, Inc., responsible for underground and overhead engineering planning and design. Mr. Andrade has two years’ experience working with Electric and Gas GIS in CPS Energy’s GIS Services Department and is a graduate of San Antonio College where he earned an Associates of Arts in Geographic Information Systems.

Mr. Fleming graduated in May 2014 from Trinity University with a Bachelor of Science in Engineering Science with a concentration in electrical. Mr. Fleming is currently training on electric utility and telecom distribution planning and design, to include pole loading analyses, pole attachment applications, TXDOT permitting, and civic improvement projects.

Yesenia Bernal

Project Engineer

Ms. Bernal graduated in May 2010 from St. Mary's University with a Bachelor of Science in Electrical Engineering. She previously worked with Johnson Controls. Ms. Bernal received her Masters of Science in Engineering Systems Management at St. Mary’s University in 2015. Ms. Bernal is currently training on electric utility and telecom distribution planning and design, to include pole loading analyses, pole attachment applications, TXDOT permitting, and civic improvement projects.

Jennifer Champion

Senior Engineering Planner

Ms. Champion is a Senior Engineering Planner with Texas Utility Engineering, responsible for underground, overhead, electrical design, as well as gas distribution projects, street light designs, residential subdivisions, apartment and residential designs, and pole replacements. Prior to Jennifer’s employment with Texas Utility Engineering, she worked for San Antonio’s electric utility, CPS Energy, for 19 years as a Residential Designer II (9 years) and supply chain (10 years). Along with her experience designing jobs in GIS and MicroStation CADD, Ms. Champion also gained extensive knowledge and experience with CPS Energy’s WMIS and SAP data entry software as well as Construction Standards, Electric Service Standards, and Electric Line Extension Policy.

OSP Project Manager

Ty Green is an OSP Project Manager with TXUE responsible for telecom services, make-ready planning, pole attachment applications, railroad permitting, insite plant construction, as well as both aerial and underground engineering planning of telecom facilities. Prior to Mr. Green's employment with TXUE, he was employed nineteen (19+) years with Level3 in San Antonio, TX where he worked as an OSP Manager.

Charlie Suarez

Senior Engineering Planner

Charlie Suarez is a Senior Engineering Planner with Texas Utility Engineering, Inc., responsible for planning underground, overhead electrical, gas distribution, and street light designs for Customer Residential Subdivisions. Prior to Mr. Suarez’s employment at TXUE, he was employed twenty-plus (20+) years with CPS Energy, where he obtained extensive experience in planning and coordination for construction and installation of large commercial transformers, overhead installation,downtown network design, gas design, electric service, construction standards, and electric and gas line extension policy. In addition to coordinating meetings and time lines for construction of projects, Mr. Suarez also calculated and collected charges for CPS Underground and Overhead construction. Mr. Suarez also has experience with CPS Energy’s GIS, Work Manager/WMIS and SAP and also has forty (40+) year experience with engineering drafting and Auto CADD/Microstation software.

Craig Rodriguez

Mr. Rodriguez is a Telecom Engineer with TXUE responsible for electric utility make-ready planning and pole replacements, pole attachment applications, TXDOT permitting, as well as both aerial and underground engineering planning of telecom facilities. Mr. Rodriguez graduated Summa Cum Laude in 2014 from the University of Texas – San Antonio with a BS in Electric Engineering. Mr. Rodriguez is proficient in AutoCAD and MicroStation design software.

Erwin L. Vance

Engineering Planner

Mr. Vance is an Engineering Planner with Texas Utility Engineering, Inc., responsible for overhead engineering planning and design. Mr. Vance graduated in 2006 from Jackson State University with a BS in Industrial Technology. Mr. Vance was previously employed with Davey Resource Group as a GIS Technician where he audited electric distribution circuits as a contractor for Pedernales Electric Cooperative. Additionally he has 5 years of experience with ESRI GIS, AutoCAD and Micro-Station design software. Mr. Vance is currently training on electric utility and telecom distribution planning and design, to include pole loading analyses, pole attachment applications, TXDOT permitting, and civic improvements.

Christopher Salas

Project Engineer

Mr. Salas graduated in May 2014 from St. Mary’s University with a Bachelor of Science in Industrial Engineering. Preceding Mr. Salas' employment with TXUE, he was employed approximately 1 year with AEP Texas in Corpus Christi, TX where he worked as a Distribution Specialist. Mr. Salas is currently training on electric utility and telecom distribution planning and design, to include pole loading analysis, pole attachment applications, TXDOT permitting, and civic improvement projects.

Monica P. Simpson

Marketing and Business Development

Monica P. Simpson, Manager of Marketing/Business Development, is responsible for developing and maintaining TXUE's client base. Ms. Simpson’s prior experience includes five (5) years of accounting and several years in the service industry. Ms. Simpson graduated Summa Cum Laude with a BBA in Marketing from Texas A&M University- San Antonio.

Jesse Carrasco

HR Manager

Jesse Carrasco, HR Manager, leads all aspects of human resources for TXUE including employment, policies, procedures, benefits, and employee relations. In addition to is his 6 years of experience, Mr. Carrasco earned his Bachelors of Business Administration in Human Resources Management from the University of Texas at San Antonio and his Masters of Business Administration from Webster University, St. Louis, MO.

Michael Burg

Project Manager

Michael Burg is a Project Manager with Texas Utility Engineering, Inc., responsible for supervising electric utility planning and design, including reviewing and checking designer’s work on a wide variety of overhead electric power distribution projects. Other responsibilities include training new engineers and planners while providing support and oversight to designers and other management. Prior to Mr. Burgs’s employment at Texas Utility Engineering, he was employed thirty-four (34) years with CPS Energy. Mr. Burg originally started as a Meter Reader and transferred to Electric Section of Drafting Department with CPS Energy and then to Overhead Engineering, where he trained and help the development of new Overhead Designers. He also coordinated with the various entities of City of San Antonio, Bexar County Public Works and TXDOT for the Overhead Design and Planning of Civic Improvement Projects, System Improvement Projects and Pole Replacement projects. Past experience includes Overhead to Underground Riser Relocate projects, COSA Streetlights, Right of Way Issues for Permits, COSA Pole Shoring for Civic projects and working with and assisting CPS Energy Distribution Planning with developing routes for new circuits from new substation throughout the CPS Energy Electric System.
